heavy power steering xantia diesel

Anybody any ideas y my xantia has heavy power steering in the morning av checked the flm level and it normal, could it be just because of the severe cold as it has only just started with recent cold spell, many thanks for any help offered,

first thing to check is the pump belt then if that is ok check the tank filters and LHM (citro blood ) is/are clean,

whatmileage has the car done
