Logbook problem (V5c)

Wasn't sure where to put this.

A couple of months ago I bought a 54 plate Renault Scenic from a dealer and part exed my Multipla for it. Recently I realised I hadn't received the new log book so looked on the government web site. It said fill out a V62 which I did. Now they've sent it back and said I have to pay £25 for a new logbook! Any legal eagles here? Where do I go now?

You can legitimately have your logbook from DVLA FOC if you send
in the new keeper 'tear off' green slip off page 2 of the new look
registration certificate booklet. There are new keepers details boxes
on this slip to complete and send in.

If you didn't get this slip when you purchased the new car the dealer,
whilst at fault for not giving it to you, isn't involved now in your obtaining
a new registration 'log book' though he is still the current recorded
registered keeper on DVLA files. Speeding/parking offences will land
on his doorstep so the onus really IS now on any seller these days to
ensure a buyer is recorded as the new registered keeper!

That all said, you still need the new document and the only way to
obtain this is to prove you are the vehicle owner by providing DVLA
with the chassis number and V62 and paying the 'nice people' there
for the so called administrative fee: which of course was free in the
days before DVLA became another money maker/agency...

Mind, if you try taxing the car online you may run into weirdness,
not least because the insurance details won't match the keeper's but
more due to the tax disc being posted to the seller's address should
one even be forthcoming from the system!

Thanks Andrew,

All the correct documents were sent to DVLA at the time I bought the car including the new keeper slip. So I assumed the new v5 would be foc. Either things have been lost in the post or its another DVLA cock up and I have to pay 25 quid for it to be sorted, very annoying! :evil:

ah, no you see the new keeper supplement shouldnt ever be sent off unless the new v5 fails to arrive.

when you bought the car you should have been given the new keeper part for you to keep (as a backup).

Unfortunately yes, that's the way DVLA have you screwed; back in the day,
the seller used to fill in the new keeper details and send it off and the buyer
kept the main part of the document and this was always seen as a recipe for
disaster yet the whole new process still hinges on the seller sending in
notification to trigger a new document being issued and a change of keeper
notification!! :roll:

The dealer really ought to have directed you properly through the paperwork
as it is after all his business if that's what he does all day long!?

They've made it more of a liability for the seller though getting the insidious
SORN rubbish bolted onto the taxation side of the ownership/vehicle keeper
but don't even get me started on SORNs... :evil:

sounds to me the dealer has not sent the V5C off the DVLA to tell them you are the new keeper,

i would firstly get on to the dealer and ask if they sent it off, then if they say they have get onto DVLA by phone (yes i know there phone option service is crap) but with loads of PERCY WHAT SIT you will get to speak to a person,

unless you are lucky enough to live in or near a DVLA office,

and im sure if you tell them when you bought the car and you have not recived your V5C as the new keeper, they will send you one FOC,

Actually, picking up on your point about the documents being sent to DVLA
are you absolutely sure or just taking on word what the dealer said he'd do?

At the moment you don't actually have any paperwork to produce the 'powers
that be' as proof of ownership - that small (less than DL envelope sized) piece
of form is all you'll have to show should DVLA lose the plot (and your application).

Mind, the Royal Mail these days can be a little hit or miss with paperwork so
you have no real way of directing all your ire at the faceless bureaucrats at
DVLA...

Unfortunately Malcolm there's two chances of that - fat chance and slim
chance!! No, the wheels of officialdom will only creak in the right direction
ONLY if the correct form is proffered or you oil the wheels with ££'s.

As a long shot it could be worth ringing the dealer and asking them if they
did send the old completed form to DVLA and whilst you can drop into the
conversation you're surprised they didn't get the forms done right, all they'll
say is it's lost in the post somewhere or at DVLA...

Yes all the forms were sent.........I sent them! :D The dealer said he'd had that many complaints from irate customers about log books not turning up that he decided to put the onus on the buyer. So all the forms were done he then handed me the envelope and I posted it. I actually think that dvla can't cope now, because yes, I know its computerised, but someone still has to take the form out of the envelope and process it so anything is possible! :( There must be millions of the things each day going through there, so I s'pose its plausible some will get lost.

i have actualy used the method i wrote earlier, once you actualy get to speak to a zomby sorry person at DVLA, i have found them to be helpfull, as long as they dont think your trying to pull a fast one,

just tell them you are concernd you have not recived your V5C yet, you are entitled to one document, its duplication's that you have to pay for,

Thanks Malcom I will try a call tomorrow. Can I ring my local office (Birmingham) or does it have to be Swansea?

The 'zombies' who work at DVLA Swansea are like call centre staff, hugely
overworked, paid a pittance and due to generally being the lowest grade of
worker in the system are school leavers/students/part timers. My father
used to describe the workings there as he worked in senior management
at DVLC Swansea - hence why a happy North East family upped sticks from
the Newcastle Gosforth Govt. Ministry to work in this godforsaken outpost
in South Wales when it first got planted in the outskirts of Swansea!

Anyhow, years ago, every form once opened was processed and as was
then microfilmed - not sure how they record it now but TBH there's not
a big chance of it going AWOL once at DVLA!! If you pay a fee of IIRC
£5-8 you can have a trace of any vehicle you prove to own with past
keepers/changes etc and this will provide a facsimile of every form
processed that can be added to your own car's history file.

As far as getting a new Reg Doc from DVLA Swansea goes, by all means
endure the automated press button telephone service and hope at the end
of it you get through to someone that still gives a damn but they're not
obliged to give to anew form FOC as it is stated very clearly in the
application paperwork that a fee is incurred...

best of luck! Ring Swansea Derek! Or get Malcolm to. I reckon he must
be a real charmer on the phone - most of the workers at DVLA are women... :lol:

As a sad aside, I work a few 1000 yards away from the infamous tower
block DVLA here in Swansea - that's how I know!! :roll:

I have to agree, two or three times I have spoken to people at DVLA, and they have been very helpful and of course human :D
