405TD Aircon/Heater problem

I've just got a 94 405 TD with aircon. I've gopt what seems to me to be a weird fault with the heating. I can only get hot air from the two vents at either end of the dash. Even if I set the temp control all the way over to red all I can get to screen or feet is cold (maybe luke warm), but at the same time I can get hot from the aformentioned vents. Could it be a temp senser problem, and these vents are independant of that? Any help gratefully received.
