Are they really needed though or is it a case of they have done 190k so they need to be binned when they come off due to being under such high tension for 12years??

No, they're stretch bolts that deform plastically when tightened - in theory you can use them again if they're not too long - but do you really want to take the head off again 8) I guess they allow a more consistent clamping force on the headgasket without the need for re-torquing etc. It's very odd when you do them up and they continue to turn without getting any tighter....
