Cigarette Lighter Fuse

Hi
I've just purchased a 1994 xantia 1.9TD. The cigarette lighter doesn't work and I need it for my phone charger. I suspect that it may be the fuse but I dont have a manual and so I don't know which one it could be, can anyone help me please?

On a '94 Xantia - the fuse for cigar lighter (at front) should be F16 (20Amps) - found under dash LHS.
