I can see much input on this thread Gibbo so I'll start with mine
I honestly believe that the MOT charge should be compiled for each individual car so that only the things that have to be tested for that car are charged. Expanding on that, I would not be happy paying for an increased charge to cover driver aids, my cars don't have any, etc etc. So if a tick box list of standing charges were published then you would at least only pay for the things necessary on your car. So for example on my MX3 the test would be as it was when the car was built + emissions.

I can see some justification for the requested price increase Mick, not increased from 2010 and with all the new rules for testers and the new kit needed to comply.
I think maybe your suggestion would lead to more pain for the tester companies once the DVLA f 'd it all up with their bureaucracy.

Yes I can see that Gibbo, but in the end why should those of us running basic cars pay extra to cover the costs of testing complex ones? As they already have MOT classes covering all vehicles, perhaps a simple introduction of with/without ECUs classes and priced accordingly would suffice. I am assuming that the cost of MOT for a 50cc motorcycle is not the same as that for a 17 ton truck and hence an extra class for non ecu cars would simply add one more rung in the price ladder.

I think it's fair enough the price should rise since it's been frozen for 15 years! Few garages would have a labour rate as low as £45 / hour (which is how long the MOT test should take).
Doesn't mean they all would jump to charge that much of course - the place I use still only charges £45 per MOT.
