TD's and stuck throttles

I have had a N/A BX diesel run away on the road, it was seriously overfilled with oil, the fifth gear and brakes stopped it though, boy was there a cloud behind me, I have seen a fiat TD do the same again on a dual carriageway with room, it did go very fast! but the guy must have been an experienced driver, he got it stopped.

I sometimes wonder why all diesel engine manufactures don't fit a butterfly valve in the air intake like this; http://www.mckenziecorp.com/air_intake_valve.htm as standard.

I suppose the answer is it would cost more money!

My 406 HDi has one, most of the HDi's do, but its for EGR use and not directly for preventing an engine runaway.
