Did you use a diagnostic machine to set the ABS block up for bleeding the brakes?
As I get older I think a lot about the hereafter - I go into a room and then wonder what I'm here after.

Inside every old person is a young person wondering what the hell happened.

There is also spindel inside the caliper witch are connected withe the electric motor of the electrical handbrake, i don't know how you push back the caliper, but normally if i replace the brake pads, just put the contact on in the first position then switch of the electrical handbrake and then disconnect the battery while keep the contact on! Then turn the piston clock wise until it's complete inside, then with everything mounted back, reconnect the battery, start the engine and apply the food brake, then switch of the engine and check the rear wheel if the park brake is on, then start the car, check the rear wheel again and now it should turn free.

No, not yet, I think Diagbox is only needed to bleed the secondary circuit, right? Is what you call setting the ABS block up for bleeding, or that's another procedure?
Dot 4 is on the way and should arrive in 1 or 2 days. Then i wanna do that.

I did exactly as it is in the video i shared ( https://youtu.be/2R4gz5GhTKg ). After pads and disks changed, "removed" handbrake with Diagbox, then cleaned errors and finally calibrated handbrake. I don't think handbrake is playing any role on this issue, as the cables are free with park brake off. It seems that is some play on the caliper guide pins or something that is bent, as i cannot use regular steel wire to put tension on the caliper (thats what make wheen not spinning freely, apparently)

I recently replaced the slide pins on my C4 Picasso along with new disk and pads. Binding was evident as soon as I started driving. Took it all apart to discover the new slide pins had an air pocket behind them that was enough to stop the free movement of the caliper.

Could this possibly be your issue?

Before you fit the pad carrier back did you clean up the hub/carrier contact area ?

In the c5 system (that mine has, at least) that seems improbable to happen

Everything was super clean before assembly, using sandpaper even in some parts

Clean is not the problem here it seems, "worn away" or guide pins being to small seems to be, the calipers slide-side has a lot of movement (wobble) which it should not have.

Just try the next thing, put one (doesn't matter wich side) old brake pad back and see is the wheel spins free.

Guide pins and the rubber where they work are new, The rubber came in the new caliper, but i have 2 extra new sets from a repair kit.
Today i was messing with other things to relax my head from the brakes (the last sway bar "thing" that was needing to change in the front left and lowering a bit the rear that was too high) :-D

Wheel spins almost free with my modified steel wire, just not with the new one (because caliper twists)
There's at least one old brake pad that has diagonal wear, That's why it make me think that is some issue present before my intervention

You say (because caliper twists).....can you see just where the movement/play is that allows it to "twist"..... I am assuming it is play in the slides ...is this correct ?

Exactly, it's in the slides.
