Wires cut off is nothing to worry about - that’s just how breakers yards get them out quickly and some people want the plugs and a pig-tails to repair damaged wiring on their own cars.

If you check all the doors and boot etc after locking the car (while it’s flashing fast) are they all confirmed locked ok?
The dealers report stated; Checked and found relay sticking in under bonnet fuse box. Tested using donor part, fault not apparent. refit original fuse box. Fault now not there. Monitor and if the fault persists the under bonnet fuse box will need replacing.

that lasted 2 days and now the fault has returned.
That’s not an unreasonable diagnosis tbf - though it would have been helpful if they had specified which relay.

And my question about whether all doors and boot are actually locked?
Yes, all the doors and boot lock and unlock as they should even when flashing. On closer observation I have noticed random flashing of the lights ie The dash indications and repeaters flash with the 6 on then off pattern. The rear indicators flash continually and sometimes the front indicators are on solid even though the backs are flashing!

This does perhaps further suggest something amiss with the BSI (or maybe a ground) as that's the only way I can think that you would get odd behaviour across the lights.

Thanks everyone for your input. The good news is that the c5 appears to have cured itself! After the main dealers diagnosis re the under bonnet fusebox I purchased one off a wrecker in Spain and after paying duty,handling charge, pp and VAT on all those items and the item itself!! thanks to Brexit. I fitted it and after 2 weeks when I was on my way to Manc airport at 5 AM the thing began flashing again! Drove it home after a 4 day city break with lots of helpful motorists flashing me like mad and then decided it's gotta be the BSI so bought one of those from Latvia. However, before fitting it I gave the battery connection procedure another go, this time not following any YouTube BS but the official way of doing it. Guess what? it has now not repeated the fault since I posted back then. No idea how this could have happened. I can only compare it to an event of 35 years ago whilst watching Yuri Geller on tv. Yuri said bring any faulty electronic equipment you have and place it in front of the tv. The kids dashed upstairs and got a non working Sega maegadrive and put it in front of the tv. Yuri then said on the count of three I want every one to point at the item and shout Work! Work! Work! And bugger me we plugged it in and it was working!!
