I went back to the mechanic and asked why he didnt check with electricity if the radiator fan actually works or not, he said if AC doesnt work it means radiator fan doesnt work which means it is broken. I said but it works after long ride, if it's broken why can it work sometimes? He said the reason why it works sometimes is because the magnet is worn down but sometimes it gets electric connection. A couple of days ago he said it was burned. He disnt want to show the error codes or troubleshooting results from the scanner. He also wanted crazy high price to repair the car. My question is if this explanation is probable or if the mechanic should have checked more properly if the fan works with 12v electricity? BTW it rotates easily when pushed with a wooden rod.

So again if fan and resistor are broken how can the fan work after long ride for 10 min including Eco/start-stop light stays ON? Is the battery maybe the problem? Either they are broken or not. I dont want to fix them if they work.

Some of the things that you mechanic seems to have said are wrong, and he does not seem to want to use a logical fault finding method. I would suggest that you go somewhere else for a second diagnosis, or buy a diagnostic unit that will let you make some tests yourself. Not that for these cars, some cheap diagnostic machines are not very useful, as they wont read all ECUs, nor perform test operations.

Because the first mechanic erroneously said radiator fan and resistor should be replaced I went and bought them. But because he wanted very high price for the work I went somewhere else and let them change it. PROBLEM: After they were replaced today the radiator fan still does not rotate and AC does not blow cold air, only medium temp air and today is summer day. So now I have to go and pay again for troubleshooting. As another member suggested it can be caused by low refrigerant level.

But,
1. If it is low refrigerant level, why does radiator fan not rotate after the fan is replaced?
2. If it actually shouldnt rotate unless it is super hot, why does KingBole usually within 5 min of starting the engine give error code 'Low and High speed Radiator fan does not work because of open or short to ground circuit', on the dashboard "Service" with a beep lights up and on the radio/entertainment display it blinks "Engine Fault Repair Needed"? And I feel how the ECU/ECM reduces the car's horsepower from 115hp to like 90hp. It is unspecifically called engine fault but it is a non rotating radiator fan error.

I can only guess the battery is too weak (it activates often Economy mode but I remember it started doing that after I used one of the cheap OBDII scanners with generic app from Google Play, which also triggered other errors which had to be reset by restarting the car) to start the radiator fan and this makes the car think that the fan does not work OR the cable in the harness between the fan and the battery is broken (which is maybe more likely).

I think I already found the wiring diagram somewhere in this forum a year ago but I'm not a car mechanic so I dont think I will try to repair the cable myself. I think it is a standard wiring like in other cars of same model.

Because the engine ECU will not run the A/C system with low refrigerant...including the fan.

Because, apparently, the fan circuit has an "open or short to ground". Meaning that the engine ECU has detected an open or short to ground in the fan circuit. Most likely in one of the relay circuits. You need to find that circuit diagram! Obviously the problem is not the fan itself but most likely a relay, resistor or wiring.

My car has P0494 and P0495 fault codes with accompanying downgrade symptoms and also, if it helps to know, sometimes but rarely the engine is I think misfiring which happened also before the radiator fan trouble, because it sometimes jerks or loses power or suddenly gets a lot of power (which I like BTW) but it may be caused by a slipping clutch? I mention this because it is listed as a symptom of P0495 fault code on https://www.obd-codes.com/p0494. I asked about the wiring harness here viewtopic.php?p=806230#p806230

Ok now we can get somewhere.
It looks like the engine ECU monitors the fan power on pin4 of the 4 pin grey connector of the fan controller, 1522. So it seems that there is no fan power to the fan controller!?
First up check for +12V at pin 2 of the 2 pin grey connector on 1522 (the connector on the wiring loom side). There should be power there all the time. If you DO NOT have power, check fuse F5 in the engine bay auxiliary fuse box, 1032. Check for power on both sides of the fuse with the fuse in situ.
