Someone help figure out the diagram of this fuse box ?

So it should be the lower relay of the 2 according to the diagram. This one controls the wiper timings - so you might want to try and replace that to eliminate that as the problem.

At least the relays are quite cheap to buy and will at least rule that problem out.

If I remember correctly, an identical relay is mounted in the tailgate to control the rear wiper.
