Under engine? I wounder if there is more then I have found then. To upper picture of mine is fuse box right next to battery under the hood.
Should I get under the car instead?

There won't be any under the engine apart from the engine fuse box you have accessed already - I'll go and have another look at mine - there are some changes in fuse boxes between petrol and diesel IIRC - it may well be tucked up near the BSI then! I'll go and check...

Thanks I get back with follow ups later. Just posting a short message so you don't have to put more time on finding box. There is a short in left light. But it don't seems like bulb can be changed?

Ok, first of all apologies for sending you round the engine bay. I've just seen there is an error in the owners manual as seen below - as you can see there are 2 identical fuse layouts for Fuse Box 'B' and Fuse box 'C'!
I've just gone out to the car and taken a few snaps and although mine is a right hand drive - it should be the same for your car - although access may not be as easy
Here is the location of the box containing Fuse G37 - you can just see it to the right of the top fuse bank. I have cross referenced the fuses with the wiring diagram - I have a manual transmission, so there is no G36 on mine - it is blank, and I've marked the others in yellow. So G37 is the next one - a 10 Amp fuse. I guess it wouldn't be Citroen if things were perfect -

Re the DRL - they can be done - but you need needle fingers and a lot of patience!

I put this together so next person that have the problem might solve it easyer, your post already covered most of it but some extra details may help someone...
Just pull the frame to the small box/tray where you find fusebox A+C: Here is multimeter pointing at problem fuse, driver side in Sweden you can see pedals below. Here is 12V between pin 4 and 16 after changing the 10A fuse. Then I start the car and the fuse blows, I try to put light off but it still blows fuse. The solution for now is to pull the cables from headlight, on mine it was a short in left DRL. Now I hope I can get car by inspection one eyed. If they say error on light I beg them to test diagnostic first, and then I put light plug in. Last time they was ok with parking light, or else I put real headlight on. But I will try to fix DRL of course, but time is running out for inspection. Put some electric tape over socket to keep from giving me new shorts.
And finally after 2 months and a lot of Citroen dealers that didn't know what the problem was and never heard of it when talking to them I have contact wiht OBD, let's hope carinspection also does
