So, could anybody give references which workshops able to make final drive customized with our requirement with economic cost?

I very much doubt it to be honest, something like a differential crownwheel/pinion set would need very precise/time consuming engineering to replicate with a different ratio. I really fail to see why you'd want to go to the trouble and expense of doing this when as stated further up, the electronic control of the 4HP20 will allow you decent acceleration anyhow.

Of course if it still doesn't "take off" fast enough for your liking and you must keep the car, the other (and probably a lot cheaper/easier not to mention more reliable and quicker) option is to upgrade or swap the engine for more low down power/torque.
