Might be worth installing Maxthon to see if that does any better than IE.

More to the point, if the manic legislators of the EC wanted to do something useful

then require that all cars be fitted with a standard USB port and manufacturers provide diagnostic data to supplement Open Source diagnostic software to be available for free on the net.
Never, ever, happen of course, too many vested interests.....
