Addo, that must have been a long, long time ago.
Bombsite car parks are all now developed into 'kin great empty office blocks, all covered with CCTV cameras and I'm sure any 'silly' antics in Central London will attract the attention of the 'Shoot now, ask later Brigade' (Anti-Terrorist Unit).
Out-of-town industrial estates might afford the acres of tarmac required, but again, CCTV might be an issue. I did used to use an abandoned airfield in NW London for racing bike & car testing but I'm sure that has now been redeveloped. Was owned by Handley Page. Remember them? 3.5 mile runway, 200mph+ never an issue!

Generally any open - non public area in an industrial estate, not in use 24/7 will have barriers installed. Too many "clubs" using them as unofficial gathering points.
