To be honest despite being here for 3 years I'm not that familiar with police markings on vehicles etc, as I've only been driving here for a few months, and very rarely see police on the road... So I can't actually remember noticing if they were police or not, I just assumed they were as they were waving people off the road into the layby. They certainly didn't identify themselves as police, the guy who spoke to me said they were with the Glasgow city council performing vehicle emissions tests.
Next time I wil pay more attention.

Only a police officer in uniform can stop a vehicle on the road, traffic police are usually along side DVLA examiners, Council officials and this should have appropriate signs indicating what it's for, i.e. road check, Dvla vehicle examination or emission tests
Traffic officers are used because 1 or both will be vehicle examiners, it is extremely unlikely to be patrol officers as they are not trained unless they were previously in the traffic.
They are more likely to stop older vehicles because they tend to have the emission problems but this is not always the case.
A prohibition notice mentioned earlier will only be issued if the vehicle is bad and dangerous to be on the road.

Vosa also has the right to stop a vehicle too, i would of thought it would have been them doing emmissions tests. Never get anything like this over here, just the usual wave of mainland officers come over usualy near the end of the month with speed camera's, drink/drug drive tests and vehicle inspections, never knew they were doing emmissions tests!

Forgot about VOSA Traffic officers don't do the emission tests its usually VOSA They can also do prohibition orders.
