The thing with coolant heaters is that you need the engine to be hot to heat the coolant to heat the fuel, by the time it does that the built in heater will be heating the fuel to the filter aleviating the issue, hence why Cassy can be a bit sluggish first thing in the morning, but after a mile or so when the engine is up to 60C she's fine.
An electric heater such as the glow plug blocks before the filter housing will reduce this sluggish time, assuming it is able to provide enough heat.
I'm pretty sure Dave the Rave has a similar heater on his Lucas CX with a twin tank system (because lucas pumps are too weak to not flush them with derv before you stop
