Umm, one other thing I just thought of - is your modem ADSL or ADSL2+?
I don't believe an ADSL modem will connect at speeds over 8Mbps

Used to get 14Mbps when I first moved in the house and was on Sky, then over the next year it dropped to 6Mbps.
Moving to O2 got me up to the 7Mbps mark and over 1Mbps upstream which is great for my needs, though of course if I could have gotten 14Mbps down again it would have been better.
