Are they trying to kill off DIY?

A friend of my tried selling her flat , Cannot sale as double glazing fails the new standard , she moved in after new regs and had them fitted by a bloke from a pub cheaply. Obviously she thoaght she was getting a bargin but these where windows which he perhaps new he couldnt install as didnt meet regs . So any electrical work i do on my house I would have don before 5 janary 2005 . Let them prove other wise. Ive just brought load of old cabling.
