Yes, you are right. Display shows the normal increment of fan speed but actually, nothing practically is happening.

The C3 Aircross diagrams are not widely available, mostly to the trade that have to pay for access to these From Citroen. Some more general diagrams can be found from publishers of technical manuals:

But these only cover some petrols and the 1.6 Diesel engines
