The repair option is out I think, as the crack at the bottom of the window has spread upward, and a big portion seems to be compressed. I passed my local scrappy on the way to work this morning - he appears to have three or four ZXs stacked, so I'll pay a visit once the council pay up. It should hopefully not take too long (fingers crossed) as the police tell me that council vehicles aren't insured - the council holds a fund to compensate for any accidents instead. Not having two insurance companies squabbling should hopefully make for a faster payout, but then again, this is the council we're talking about...
Thanks for all the advice people - I'll post an update once I hear more.

Hmm. I'm sure that council vehicles ARE insured but returning to topic, using a net based scrapyard searcher will find the new panel in the right colour and once you cost in the time you'll spend repairing it yourself, then you will buy another panel.

This may well be correct!! I often drive a government pool car ( a n*s*a* m*c*a[xx(]) at work, which is uninsured, as is all government property. We have no tax disc on the car either, just a small disc that says it doesn't need to be taxed, because its a government car........as you can imagine this doesn't wash with parking enforcers and it must have had about a million tickets now for being untaxed........

Surely that can't be right. Even police cars and ambulances are taxed and insured, and it is against the law (road traffic act) to drive a vehicle on the road without 3rd party insurance cover.

If you're on public roads you have to be taxed and insured, some vehicles don't need the tax but as far as I'm aware all need insurance, it's as simple as that. The definition of a public road is a bit more complicated.

I think he'd be more interested if his car was Ruby Red too.
There are plenty of them about so you might be able to find one which matches colours.

In fact you don't need insurance if you make adequate security arrangements with the Dep of Transoprt or someone. In fact it means depositing a sum (used to be £125,000) and proving you have the means to meet a claim.
This is how the Lloyds insurance market functions, and many local authorities use the system and claim its cheaper. Probably means they can hide their mistakes better.
In fact insurance is imaterial when considering liability for an accident but of course it is releveant when trying to get paid. however Local authorities have plenty of assets - in my former existance I made an application to charge the town hall of a london borough that admitted a claim but was too tired to process payment. Worked a treat - I alays wonder what would have happened if we had tried to get possession and sell it!

Jeramy is right insurence is done in this case by bond all govenment cars are not insured this includes prison vehicals which any employee with a driving licence can drive (my dads a prison electrician). Police vehicals are exempt from tax too like all govenmet vehicals on the V5 the car's status is "police" I went to find out what the tax would cost on my 406 v6 when i handed over the V5 and mot they gave me back a tax disk with no charge, i did of cause send it back when i stripped the car, i did seriously think about keeping the 406 but 3 things stopped me, cockpit layout, no hydrolics and the fact that the phase 1 406 is ont of the uglyest cars i know of (IMHO).

so far i've had absolutley no luck with any of the online ones. Last part i was looking for was a silver wing for a ford fiesta Mk3 not oo hard i thought, but to date i have not had one reply from about 14 companies!
As for the green tailgate, there is a 16v ZX in my local scrapyard in what looks like the exact same colour! There in Queensferry, North wales. Not the cheapest but if its the right colour! Let me know if you want more details!
As for the council, i'd like to say forget about it, i got to just over a year without any progress or replys from Cambridge Council and finally gave up! that said, mint condition red BX16v front bumpers are a lot harder to come by!

My insurance company's "recovery" solicitors have been back on to me already looking for quotes. They seem pretty eager to get the ball rolling and chase the council down... Looks like my Saturday is going to consist of trawling around garages to get prices. [8)]
