Fans Not Working

My engine cooling fans have stopped working with the air con on (they used to come on automatically when the air con was turned on).......is this because
a) they were never meant to anyway and i had a problem that has now resolved itself
b) its sub zero outside and snowing and the car feels it doesnt need fans right now (just a nice blanket)
c) i have a new electrical problem to resolve
Any advice gratefully received

oh and before you ask i leave the air con on all the time as i never find switching things on and off in a Citroen a good idea (except engine, headlights etc etc)

If it were me, I'd take (b) as being the reason.

The aircon won't kick in below about 4 degrees c. There may be nothing wrong for a change.
