SERMI (in my opinion) runs counter to the right to repair, but by twisted logic it is said to strengthen right to repair by making it harder for non-authorised organisations to access safety related systems on vehicles. One example I have seen is that changing a wiper blade may be considered to be interfering with a safety related system.

The UK is (apparently) joining the SERMI scheme in the 3rd quarter of 2025.

Im currently going through the SERMI process just now in preparation for it becoming mandatory in the UK & as far as i know it only relates to security related repairs & information. I dont think all the details have been finalised yet.
So for example if you want to program a key or code a new BSI as this relates to the immobiliser system you will need to use your SERMI I.D. in Diagbox if you are an independent repairer. I believe some changes have already started to appear in the non dealer version of Diagbox. It's basically to stop Joe Public buying access to dealer tools & stealing cars.
Same with requesting immobiliser PIN & key numbers.
Independent repairer & public will still be able to buy tokens & use Diagbox but they wont be able to do certain things with it that relate to the security system like programming or updating certain control units without a SERMI I.D.
I cant see it causing any issues with accessing a parts catalogue.
