No, as the 1.9TD uses a rather good semi-dynamic tensioner where a spring-loaded arrangement sets the initial belt tension and then it's locked to this set tension. The early ES9 V6 used something similar. It works well although it is a bit bulky and more expensive to make I guess, compared to the early HDi/8V XU/TU-type tensioner...
