If you have the harness that comes with the seats (with the 20 way yellow connector) then i would say this will be a very easy job to do. Looks to me like there there will only be 2 wires to connect to each seat. one from the fusebox & one from the BSI. You may need to also activate the feature too with diagbox. Either way i would be pretty confident in getting this working.
Here is the more detailed part of the diagram that shows the seat interconnections (IC76 & IC77)
Check to see if there is wiring present in pins 9 & 12 of the seat connectors on the harness side.

Wires are present in pins 9, 10 and 12 in connectors coming from seats so this diagram is correct. In connector coming from my car i dont have any of these pins. So it looks like i have to add 3 wires. I do not know what the green MC630 and MC631 wires are and from where to add them to the connector.

So BSI1 is the module located under the steering wheel with OBD diagnostic socket? BFH1 is the fusebox? Where it is located?

I paid for access to this site https://public.servicebox.peugeot.com/ and when I try to open any schematic a window pops up saying "Your subscription has expired." I just have an active subscription...

All the 'MC' wires are earths, these could be added to any suitable earth points.
As for the locations LHD models are different so i couldnt say & i dont have a picture. The BFH1 will likley be above the BSI. On RHD these are behind the glovebox so will probably be by the steering column on LHD.

I connected the missing wires and the heating control on both seats is illuminated. the passenger seat heating seems to work but it heats poorly and the driver's seat heating does not work despite the correct voltage in the heating control

On the driver side have you checked if the heating element is not open circuit? Its not uncommon for them to break as they are constantly being flexed all the time when getting on & off the seats.

Not yet. How to check this? Do I have to take the entire seat cover apart?

Could it also be a fault with the heating module?
