The Sutherland flag is the flag of the Scottish county of Sutherland. It was registered with the Flag Institute as the flag of the county in 2018. The flag was announced in the Northern Times newspaper in January 2018 following a competition to devise a county flag, established by the local community in conjunction with the Flag Institute. Runway designation? In which case the other end would have 190!

Right with the runway but have a dig, where is it, and having never been there I could not confirm or deny that 190 would be at the other end. There are 2 runways, er see subsequent discussion only one) one of which is marked 10 and the other...

The runways are always labelled with the compass bearing on which final approach is made. Thus the other end will be 180° on from the 10° end. This is so that when the controller issues instructions to pilots concerning approaching a runway the pilot cannot be in doubt as to which end he must approach. This applies whether landing or taxiing out for take off. Simple but effective designation rather than eg Runway 1 and Runway 2 which would then require a further instuction as to which direction to use it. Most runways are used in both directions according to prevailing winds and so the compass designation ensures no misunderstanding.
