We have refineries at Milford Haven / Pembroke in Wales so I wouldn't expect too may delays - assuming the HGV drivers are recruited soon enough.

We have the second largest refinery near to us (Stanlow) but that didn't stop panic buying.
The largest? Not Milford Haven but Fawley in Hampshire.

Fuel supplies: Mortar tanker tailed by drivers looking for petrol
"A tanker driver has told how he was tailed by about 20 drivers who were dismayed to discover he was not transporting petrol.
Johnny Anderson, who drives for Weaver Haulage, was transporting 44 tonnes of mortar from Bilston, Wolverhampton, to a building site in Northamptonshire.
When he reached his destination, he saw a line of traffic backed up behind him.
"The man at the front... actually said 'You could have stopped and told us you weren't a petrol tanker," he said."

The BP station where my ByBox is situated had a delivery yesterday. The driver was telling me that a couple of days ago he had a long queue of vehicles following him, all the way to the refinery!

I was chatting with a small garage owner this afternoon about the current supply and demand situation. He said that a fair number of town based filling stations were limiting sales to £30 per person whereas the country sites are still unlimited fuel around here. We came to the conclusion that darker forces are at work in the towns. Consider these points:
A garage gets a delivery of fuel which it is guaranteed to sell.
The product with the lowest profit in most garages is the petrol.
The product with the highest profit is the food/hot snacks now available in most town garages.
The amount of food sold is governed by the number of customers wanting it.
The amount of fuel sold is governed by the supply chain.
So limit the amount of fuel a customer can buy and you increase the number of customers that pass through the site for any given amount of available fuel.
Hence more foot fall gives more opportunity to sell other things and increase the garage owners profits!!
Conclusion - rationing the fuel may well boost the auxiliary profits!!
