I think, based on the testing so far, I can rule out a BSI issue.
To definitely rule out the BSI, the test you should do is to measure, 40 way plug inserted and obviously no jumpers whatsoever, the voltage between pins 14/15 and ground with the pedal pressed. If it goes up to battery voltage then you know the BSI is outputting correctly.

Ground common with the RH tail light, positives are together to pin 18 of the 40 way blue plug. Don't think it has anything to do though with your issue.

You will not believe what it was on both sides. It must be cheap bulbs. Both bulbs worked when tested outside of the car and visibly looked ok when tested a few days ago. Tested with negative from battery to casing and positive to base.

But both bulbs had one of their studs hanging off/loose and were not sitting correctly in the receptacle. Not visibly but obviously enough to stop the connection. I suspect the studs were hanging off and were not quite sheared off but today I twisted the bulbs and they flashed on and off. I twisted them in frustration as to what was the issue. When both were taken out they had a stud on each side missing. My twisting sheared them off completely. When I did the test on the battery I suspect the studs were there as you would have noticed one missing but they must have been loose and about to go. Never seen that before so I assume badly made bulbs.

If I had followed the advice of the mechanic with the Snap On code reader I would now have had a perfectly good BSI at the repair shop. This forum assisted me to do my own diagnosis and for that I am very grateful.
Also the BSI looked perfect, no scorching, no burn marks.

It also makes the case for Diagbox. Apparently many "advanced" code readers will state a BSI "fault" or BSI not categorized so you need Diagbox to make a proper diagnosis.

Again many thanks to all, and I think special thanks to dfabrici who drove me over the goal line.

Now all I am left with is an abs fault which I am pretty sure is the sensor. The code reader reported open short on the front left. So off to test that now.

Well done for persevering with it. It won't be the first time something like this has happened. I wonder if the wrong bulbs were put in - some have offset studs that could of been the wrong fitting and subsequently snapped off leaving it anchored in at an angle - but at least you know now. :)

Not sure, as I only have the car 11 months and have never had to look at the bulbs but again thanks all. I think they were the correct ones.

They're not the right bulbs as it happens - they should be P21 / 4W not 5W according to the handbook.

I dont trust any of the bulbs now. Is it the owners handbook? I want to ensure I have all correct bulbs. Is there a list anywhere?

Lovely! =D> =D> I'm very happy for you, that's one of the reasons why I love helping others, even if I just suggested you a couple tests to carry out, nothing fancy :) Glad you resolved, you'd have spent quite a few quid on replacing or repairing an otherwise perfectly working BSI. Some mechanics I know, would have replaced it straight away. Sometimes the strangest faults boil down to something ridiculously simple. I'm very very curious to know what "BSI fault" code the reader gave.
BTW, you can buy LEXIA3 and Diagbox for cheap online, just make sure to buy a full chip rev.C interface. If you plan on working on your car it will come pretty handy for diagnosis, config and testing.
