Some of the electric PTC heaters only come on when a high cabin temp is selected, AND the coolant temp is below a certain figure. On Toyota, there is a bank of three, and they progressively switch off as the coolant temp rises; they only operate if heater control is set to high. They consume sizeable amounts of current when cold (3 x 32A in our case).

Both mine are manual and both done 70 mpg on occasion. Broadband back tonight as wind has dropped, engineer coming tomorrow so hope it picks up again!
