Here's the wiring Diagram for the Injection ECU on your Picasso. Note to casual browsers: This diagram is specifically for the Xsara Picasso without ESP and Engine EW7J4 only!
Look at the middle of the diagram. The large white rectangle represents the engine ECU and marked as 1320. You are looking for the 48 Pin BROWN connector, which is show on the top left of the ECU (48V MR).
Wire 6738A is the engine speed signal, shown in pin G3
Follow this back to the vehicle speed sensor shown as 1620 in Pin 3
So I would check the wire conditions at each end for condition.
I stalled it!now appears to be extinct

AH! I see now, Marc, just been out to look... and it is standing on end next to the aforesaid fuse box...thanks for the diagram and info.. will look further in the morning...although its the engine not starting that is the issue, fixing the speedo will come later...at first glance all three connectors are tied down...under the plasticy bag shield thingy.

What im saying is the speedo showing dashes could well possibly be related to the starting issue, the speedo showing 2 dashes is often caused by water ingress to the injection ECU which can also as you can probably imagine cause a starting issue.
