Could well be. Are there any signs of corrosion?

I cleaned the pins but I can't see inside the light without removing it so I'm going to kick the cat instead!

Going out on a limb here but here goes.

When you are testing the voltage at the back of the connector you will probably be getting a reading from the crimped end of the wire going into the plug, not the bayonet bit that connects to the plug.
if the reading between back and front of the plug are different then i would suggest that the exposed wire/bayonet has degraded over time and not making a proper connection.
The bayonet fittings are not like the red/blue/yellow covered crimps we use, they are plain.
Guess you may need to remove the light cluster but it does seem to point to bad connection to the plug connectors.
Just assuming now but one of the fog lights should be main feed when you turn the switch on, if that connection/feed is faulty neither would work.

And i feel your pain on electrics, i hate them

I had a bright(ish) idea. I'm going to visit a local breakers, he's a very helpful chap and I'm pretty sure he will loan me a headlight that I can try out without removing my headlights or buying it off him. There are plugs going to each headlight I have no idea which if any is the main feed

You are driving a PSA manufactured vehicle. Bafflement is the normal status of mental cognitive functionality where they are concerned.

Not bafflement of the vehicle (although the exhaust systems are, which is why they are so quiet!); bafflement of all those who have to deal with PSA vehicles!

Mechanics here seem to dislike working on them. I had problems removing an injector to replace a .80c injector seal, mechanic told me how awful the cars were and said €300-500.00 to replace the seal. I declined his offer

Ah! That appears to be a case of greed relying upon bafflement to allow for a re-distribution of wealth. However, what actually happened was a case of greed being recognised by a degree of intelligence, causing a retaining of wealth and an activation of an investigation for an automotive mechanic with an acceptable level of expertise and financial fairness.

I was met with that attitude when I bought my GS and is possibly why the dealers got away with such inflated prices.
Did the work myself, learning as I went and found that the GS at least was easier to work on than my previous British cars once the different logic was understood (Logic - what logic?).

I still think of a half inch spanner etc even though modern cars use metric and I bought a small set of imperial/metric 1/4" drive sockets in Halfords a couple of years ago. Most lawnmowers seem to have imperial fittings they are very useful. My torque wrench is in Lb-Ft
I did the seal myself. First time I tried couldn't get the injector out so I put it together and contacted the mechanic. I'd heard so many stories about stuck injectors in French cars I thought I'd need a professional to remove it. Turns out I could do it myself with a suggestion from a member on here.

Trunnions, king pins, grease nipples, torsion bars, points, 20W-50 oil, tubes etc. Old British cars were great!

A half inch spanner is a 13mm just as a 7/16 is an 11mm and a 11/16 an 18mm  They fit worn nuts/bolts better,

Peter
