In the Peterborough area they built on the flood plain then wonder why it flooded 😡

Graveyards seemed to be the target of the H&S lot at the council ours and others I believe. They went about pushing all the old gravestones flat, "In case they fell on someone."

It is a tricky situation for the councils. Unstable headstones is a known issue - partly due to age and deterioration, and partly due to cheapskate monumental masons doing a half-ar5ed job of putting them in.
Imagine the situation - darling little Johnny is in the graveyard being a general PITA with his friends, trying to kick over headstones 'cos they're bored. One falls onto darling little Johnny and breaks bits of his anatomy. Cue : one or both of the parents getting onto social media and making out it wasn't his fault as he was only 'playing'........ it's all that nasty council's fault for not doing something about it....... they should pay up lots of compensation for his injuries. From the council's point of view, they could be on dodgy ground if they'd not assessed the risk and taken mitigating action <just> on the unstable headstones.
What's the winning move in the end ? Ban public from graveyards ? Accept they'll have to pay up if a headstone goes splat on someone ? Tick the box that says they've assessed the risk and taken mitigating action where necessary ?
