It isn't harmless, it's ecologically, environmentally AND, increasingly, socially unacceptable. As those responsible have no moral conscience they must learn that it is no longer financially viable. It can be stopped very easily.
The Post Office have a duty to deliver whatever is consigned to them - it is for the addressee to determine whether they are prepared to accept it.
