Just back from main dealer who has replaced rear discs and pads and also the two spacers as recommended earlier in the thread. The good news is that according to Citroen the EPB will now pass (they tested it and it shows 27% efficiency - 16% is required). This is double what I was getting before.
So I will be back to the MOT tester tomorrow to get my pass certificate.
I took along some of the thread re the spacers - don't think they had ever changed them before but I reckon that was the crux of the problem so a massive thanks to Petef for posting his reply.
They were going to change the brake fluid but struggled to open the bleed screws (they did soak and clean them) but were afraid they might snap off. I will have a look how to release them - keep applying WD 40 to get it to penetrate the thread?
Anyway, fingers crossed and thanks in anticipation of getting a pass certificate for much less cash then I was potentially facing.

I'd strongly suggest using PlusGas, far superior to WD40 for that sort of thread seizure and for rusty nuts & bolts generally...

Thanks Ted - just been looking at alternatives and You Tube clips. Will get some and start applying it. Don't fancy podding out for new calipers!

Glad you got it sorted. Out of interest did you get to see the old spacers? It would be interesting to know if they were damaged in any way.

Hi Peter - no I didn't see the old spacers but I know they were "crushed" so quite why and what caused them to be crushed.......?
I don't think Citroen knew about buying them separately as they were recommending a new e-brake unit but when faced with the evidence they looked them up and quoted me 50p each + VAT of course!
Anyway, back to the MOT tester this afternoon - scraped in the 10 day window and I am a very relieved owner of another 12 months MOT certificate.

Well done Nigel. Looks like the spacers can become compressed, or start to break up like mine, and allow too much free play in the system.
Anyway how come you got yours for 50p??? mine were £1.23 +VAT lol.
Rather better than a new EPB methinks......................
