You don't need the wheels off. It is quite an easy job to remove the bumper. Raise the car to max height and you will need to get down on the ground for the few under the bumper - mine only has two at the extremities as the undertray has parted company with the car. One in each wheel arch fairly low down.
I find the unclipping and resetting the clip in bits a challenge but this car has been crashed at some point and is a bit distorted. The estate was deadly simple.

hi lads the bumper on the c5 is very simple to remove and easier than most cars to reallign i had to take mine off when swapping out the engine last year surprisingly easy to do its a few bolts and screws easily accessed leave the wheels alone buddy they stay on.
