the description on classic and sportscar goes like this:-

No holds barred as far as I am concerned Bob the Marina 1.3 was a contender for 13 before the Bugatti Type 13 came along!

Now I am not sure what this is without a bit of assistance/further research but its a nice image, and probably semi-related to the Riley/Wolseley you mention.
Looks like it was taken in Blackpool.
