Have you tried cleaning the outside of the window thoroughly with a proper de-greasing glass cleaner ?
In my experience road film deposits (which are largely oils) can make glass prone to fogging but be otherwise invisible. I would also clean the inside of the glass.

I agree with what Mandrake (Simon) says. It is a very good idea to make sure the glass is spotless inside and out, as any dirt is a condensation seed point. I also use Rain-X on the windscreen to help keep it clear when it is raining.
