There is always a delay to respond to the manual height lever. If you go from normal to low or high there will be a delay of at least 5 seconds before it starts moving.
If you have it set fully down for at least a couple of minutes then it will take a good 2-3 minutes of idling for it to lift back to the normal height.
To go from full height to normal height may take up to about 30 seconds.
