Hi
I get a shuddering through the car (mainly on cold starts) that only smooths out above 1000rpm. Previously I blanked off the EGR with a plate from ebay, this solved the shuddering but put the Engine Management Light on (2004 2.0 hdi) so I removed it again.

RE the EGR valve, does it open or close at 1000rpm and does the vacuum pipe from the solenoid suck it open or suck it closed ?

I have 20"hg vacuum on the pipe at tick over which alters when revved, then settles back at 20"hg does this sound right ?

They are not just open or closed. They can also be a bit open, quite a lot open, or anywhere inbetween.
They are opened by vacuum. Without vacuum they should be closed (unless sticking)

Based upon your description of what you have done and seen the logical conclusion is that the EGR valve is stuck open or partially open.

The vacuum will drop as demands are made on it but as long as it comes back to about 20 inches irrespective of revs it shouldn't be a problem.

Hi
so should the vacuum be there from start up and should the egr be closed until 1000rpm?
Also do egr valves tend to fail mechanically or is it likely to be full of carbon etc ?
many thanks

Well without knowing how the engine is mapped one can't be 100% sure but I believe that at 1000 rpm the valve will be closed or very close to being closed.
I personally have never seen a stuck EGR valve so can't comment from first hand experience but based upon what others have said the EGR valve will certainly have a degree of carbon coking and it may be this that is causing it to stick but other unspecified mechanical failures appear to happen as well.
