If that photo of the Audi was taken recently (ie in the current snow) I would consider sending a copy to the DVLA with all details possible. While they could not take official action (not an official camera, etc.), they might be ask the driver what they thought they were doing. Probably not, due to financial restraints (and beaurocrapic attitude)

She had a hairline crack in her bumper, his grill was trashed.
