I haven't yet powered up an EDC15C2 up on the bench
they are sort of EOBD compliant, in the sense that they will talk to a normal EOBD scanner but they don't give all of the error code or live data that they will with a proprietary tool
one trick that sometimes works is to short the K and L line together if its an ordinary EOBD scan tool
the main thing is to make sure that the ECU is actually receiving power because that's the one thing that will definitely stop the diag protocol from working
