That’s very interesting, never heard of the blue coolant.
The Xantia we got here, we’re supposed to think was the UK model.
The only difference was a child’s seat compliance thing about the fold-down rear seat.
The original 50% glycol coolant we got here was good for –35ºC.
We don’t get such temperatures here.
Perhaps the occasional –20ºC in the mountains in winter.

Well I changed the thermostat last weekend and topped up the coolant but no go. Still the air comes out pretty cool.
Next, I think I'm going to try and remove the centre console and check what ever the heat control lever is adjusting is working OK. Does this sound a good idea?

Worth checking the hoses leading to the matrix to see if one is hot and one cold. If it is then you could see if you can flush it through using a hose (Care - hoses car run to 90 PSi and car cooling systems run at about 15.) Don't try and remove any special hose clips - they may break and can be very expensive - try and find another hose end.
You can often hear flaps moving and going into place. Many Citroens (BX and ZX at least) have a flap on the fan speed control which presumably shuts off the air flow altogether. This can be felt to open before the fan starts.
