And the best way to deal with that kind of idiot is to slow down and let them past.

Any attempt to stop them will just make them do something even more stupid. At least if they are in front, you can give yourself plenty of room in case things do go horribly wrong.

I bet that traffic warden was so hacked off when he got caught dropping his dog end that he was probably in a really foul mood for the rest of the day and nicked anyone breathing!
