Timing dowels - not timing marks !
The dowels are inserted to lock the axles at index positions. They can only be inserted on all axles if timing is still correct.
There would be one for each cam on a 16v - obviously a precision drilled hole to minimize any slack.
Later XU's have the crank hole on the crank pulley - whereas earlier XU's have it under the starter - reaching into the flywheel face.
For testing - the precision from inserting 8mm bolts is more than adequate. Any problems will immediately show up.

doesn't sound at all like cam timing problems to me. I'd be checking to find out whether you have fuel and sparks. The engine goes over and the belt is both intact and tight. You are barking up the wrong tree, I suspect.
