The steps aren't to reduce suction, they're to reduce wetted area, wetted surface area is a big cause of hydrodynamic drag.
Hulls steps are only an advantage on planing hulls, when a hull moves through the water it creates a bow wave, a planing hull is one that is able to climb up its own bow wave and ride on top of it.
