Wierd activa suspension problem

For the last 2 nights my Activa 97 has "slept" with the front end very high.Never done this before!
I had noticed the stop light was taking longer than usual to go out, about 45 secs as opposed to the usual 30 or so.
Then today when I started it the light would just not go out and the suspension having fallen down on startup would not rise.
I tried all the diff positions on the ride height lever but it would just not go up.
So I undid the bleed screw on front acc sphere let it run for a bit and it slowly (5 mins) came up.I then retightened it.
I then checked the level of LHM which seemed a bit low so i put half a litre more in.
I did the Citrobics various times ,but for it to rise from lowest setting to highest setting it needs about 5 minutes, really slow I know.
There is no leak of LHM as the drive is bone dry
Could it be a weak pump?
Or what?
I'd like to know your opinions on this strange behaviour. Thanks
