Alan, just noticed your post and wanted to confirm that you are most likely right about the oil seals as I had a similar problem a few year`s ago with a 405 GRi - same basic engine but 8 valve sohc .
It was using vast amounts of oil and was initially wrongly diagnosed as piston rings which I refused to accept as the smoke was mostly seen when sitting in traffic and after initial start up.

My parents had the exact same problem on a 1988 405 1.9 GRI at only 10K miles, A Peugeot dealer replaced the valve stem oil seals, My parents had to pay for the job but they got a cheque back from Peugeot in under a week for the full amount.
The bill was just under £300 & this is back in 1988, Thank god Peugeot paid up & very quickly too.

I would recommend that you do some measuring with a micrometer and check what wear you have on the valves. The nominal tolerances shoud be available - coud be that the seals are worn, but check it - why aren't the others?

Hi Alan
According to the Citroen parts list, the 16V stem seals are part no: 0956 19 (0956 28 as a set) and the 8V 1.9 engine uses part number 0956 22, so the seems to indicate they are different - but unfortunately it doesn't provide any specs for them.

One other thing, Alan. My TZD uses the same stem seals as the 8V 1.9 engine and I have some here that came out of the head - look different to the 16V ones pictured on -pr.net.
