I've never driven either but I wonder if its to do with low down torque - after all the CT Turbo engine was introduces - no screamer and all about mid range pull and none of the other engines are aggressive engines - V6 auto only etc. I think its to do with image and customer profile and they probably found that mist of their customers would rather have an engine that pulled well from low down rather than one that only got going over 4500 rpm. There's an interesting thread on the Citroenz site about 8 and 16 valve BX's and the 8 valve has many supporters as a better car for all round use.
Now the other cure for the problem would be variable valve timing but thats another story!
