Now I have looked at the wiring diagram - there may be a relay for the rear fogs after all, but as far as I can tell its only fitted to models with the optional front fogs.
Regardless of whether you have the relay or not, if the light in the switch comes on when you press it - the relay is doing its job and power is getting as far as the switch. That means any further fault finding can be narrowed down to the fuse and the wiring towards the back of the car.

Unless there is some serious gadget in the circuit the warning light will be in parallel to the foglight. - In other words the switch will turn on fog light and at the same time it will turn on the warning light - so just because the warning light is on doesn't mean any current is getting to the back fog light bulb.
