The brakes should be the best you have driven on. They are of course difference and there should be minimal travel on the pedal as you are opening a valve rather than pumping as on a normal car. This means that I have generally stopped the BX in the time taken to get the slack out of the ZX brakes (I exaggerate)and strangely the things worked just as well with knackered pads and discs as with all new.
I think you must have some gas in the brakes which takes time to compress and causes the brakes to apply suddenly. The usual complaint of gas is that the brakes don't release quickly (takes time for the gas to expand, expel fluid and release brakes.)
You may have ABS. The valve block is usually reliable, the common faults being sensors which cause the warning light to come on and turn the system off.
